Code of Conduct

The Highland Park Public Library is committed to maintaining a comfortable and safe environment, effective delivery of service, and full access to library resources while not interfering with others’ use and enjoyment of the facility. The Library reserves the right to deal with those who violate the Code of Conduct by suspending their Library privileges, excluding them from the Library, and/or subjecting them to legal action.

Unacceptable Behavior in the Library or on Library Property:

  1.  Engaging, or attempting to engage in, any activity that violates federal, state, local or
    other applicable law.
  2. Engaging in conduct that interferes with the regular operation of the Library, or
    disturbs Library staff or users, including, but not limited to:

    1. conduct that creates a hostile environment, which may include the use of
      abusive or threatening language or gestures, or stalking users or staff
    2. conduct likely to cause any personal injury
    3. conduct that violates Library policies
  3. Refusing to follow reasonable directions from Library staff.
  4. Using, possessing, selling, or appearing under the influence of alcohol or drugs adversely affecting users’ behavior.
  5. Smoking, chewing, and/or using other tobacco products, including electronic cigarettes, inside the Library building or on exterior Library property.
  6. Bringing animals into the building, except for service animals as defined in the Americans with Disabilities Act, unless in connection with Library programs.
  7. Entering the Library with scooters, bicycles, or other bulky items, excluding strollers and assistive mobility devices.
  8. Eating or drinking in the Library outside of staff-designated areas, except for non-alcoholic beverages with a secure top.
  9. Sleeping, or appearing to sleep, in or on library premises.
  10. Using the public restrooms in any manner that is not usual or customary, including laundering or bathing.
  11. Wearing of insufficient clothing that disrupts the Library environment. Shirts and shoes are required.
  12. Petitioning, soliciting, or selling merchandise or services, including the distribution of handbills or flyers, without the written permission of the Library Director.
  13. Filming or photographing minors, inside or outside of the Children’s Room or Teen Area, without prior written parental or guardian consent.
  14. Using the Children’s Room without accompanying a child, unless retrieving materials for usage or checkout.
  15. Using the Teen Area without accompanying a teen, unless retrieving materials for usage or checkout. Tables in the Teen Area are reserved for Grades 6-12 from 3pm to 6pm on Mondays through Fridays.
  16. Leaving children under the age of 10 unattended by a parent, guardian, or caregiver.
  17. Denying or interfering with access to Library services, collections, and facilities by blocking aisles, doorways, or service points.
